]The phone is the recipient's data (data.phone, or to: {:data, :mobile}), in E.164 ("+351912345678"). :messaging_service_sid sends
from a Messaging Service instead of :from. It says the notifier's
function of the channel's name (sms/3, a text) when it has one, else
the feed's title and the link that reads the notification. A number
Twilio refuses for good (not a mobile, or the person replied STOP) is
skipped, with its reason. Options: :account_sid, :auth_token,
:from, :messaging_service_sid, :to, :req_options.
